Some basic rules for crane operation
Personnel
#1 Rule - If you are not a part of the lifting operations, stay out of the Lift Zone.
Wind Speed
There is no specific maximum wind speed for the crane industry as a whole. Every type of crane has its own unique set of rules, and every crane configuration has its own limits. The best rule is ask the operator.
Our boom trucks, the load charts are written with a 20 mph wind speed accounted for. Beyond that, the rule is lighten load, shorten boom length, reduce working radius or any combination.
Other factors for working in windy conditions are: the skill of the operator, the direction of wind in comparison to the direction of the lift plan, the skill of the ground personnel, the type of load being lifted makes a difference for example: a 2000# rock can be lifted in much higher winds than a 2000# pump unit housing.
In the end it comes down to the people and what they are comfortable doing. If there is any question about whether or not to make the lift, the answer is NO.

Rule of thumb is: Solid ground - Distance of outrigger to hole = depth of hole
Sandy or Loose - Distance from out rigger to hole should be at 30 degrees to bottom of hole
